THE SHORT ANSWER

What insurance does a club, church, charity or association need to run an event?

Many community events need public liability insurance, usually at $20 million, because that is the limit councils and many Australian venues ask for before confirming a booking. Public liability covers injury or damage to other people, not injuries to your own volunteers, so volunteer-run groups often also consider voluntary workers personal accident cover. Stallholders can be included in the organiser's event policy if the organiser wants them covered and the insurer agrees. Groups that run events every month may be better served by an annual policy, with management liability for the committee.

Premiums vary widely from event to event. Some simple single-day events can be covered for a few hundred dollars through online small-event products, which have eligibility limits and activity exclusions. Those are not Tank products. Events that need a tailored placement are priced on their own details: the crowd, the activities, alcohol and the claims history. Your quote will itemise premium, fees, GST and stamp duty. A common wrong assumption, in our events specialist's experience, is that public liability covers the organiser, staff or volunteers if they are hurt. It does not. That need is met by voluntary workers personal accident or personal accident cover, which matters most for associations that run entirely on volunteers.

Whatever the group, the underwriter wants the same core facts: expected attendance and whether the crowd is seated or standing, whether alcohol is served and who holds the licence, whether the venue is private or public, and the dates including set-up and pack-down. Many community events are straightforward and can be placed quickly once those answers are in.

Your volunteers' own injuries

Public liability responds to injury or damage suffered by other people. It does not pay for an injury to the organiser, staff or volunteers. That need is voluntary workers personal accident cover, and in our events specialist's experience it is a gap volunteer-run groups often have.

Damage to the hired hall

In our events specialist's experience, damage to hired halls and venues (floors and fittings) is among the most common event liability claims. Whether one is paid depends on the facts, the hire agreement and the wording. Some event wordings sub-limit property in your care, custody or control, so check how the hired premises are treated before you sign the hire agreement.

Slips the venue caused

Where a slip injury turns out to be caused by the venue's own negligence, for example a defect in the building, the claim falls to the venue's cover rather than yours. Your policy responds to your liability, not to every incident at the address.

Stallholders' own liability

The organiser's policy covers the organiser. Stallholders need their own cover, or the organiser can ask for some or all of them to be included in the event policy when it is placed. Insurers ask this question on the proposal.

A not-for-profit charity foundation in Sydney was holding a one-evening fundraiser gala at a major venue, around 500 guests. The foundation needed $20 million public liability. Alcohol service and responsible service of alcohol were the venue's responsibility, which we confirmed with the client by phone and passed to the underwriters before formal terms were issued, because who runs the bar changes how liability is rated.

Two specialist event markets each quoted approximately $1,400 including GST and stamp duty, and a third referred the risk. We gave the client indicative figures by phone, and cover was placed. Read the charity gala case study for the detail.

One historical placement. Current premiums and terms depend on the full risk at the time of application.

Annual cover. A club or association running something monthly, or a season of productions, can often be covered on an annual policy rather than buying cover event by event. It also avoids a new proposal and certificate for every booking.

Voluntary workers personal accident. For associations with no employees, this is the cover that responds when a volunteer is injured while helping. It pays set benefits for injury, and it sits alongside public liability rather than inside it.

Management liability. A committee that holds funds, signs hire agreements and makes decisions for members carries its own exposures. See management liability insurance for how that cover works.

Timing. Aim to have public liability sorted around 90 days before the event where possible. Councils and venues need the certificate of currency to approve bookings, and councils may need it for grant funding. If you also want event cancellation cover, it needs to be bound and paid well before the event, often weeks ahead.
